		<description>These are definitely some of the challenges of today and I face these same challenges in my market.  The last 4 FHA appraisal orders I have received were not even close to meeting the minimum requirements and both real estate agents had no idea what the min requirements were.</description>

While the notice did not specifically reference the HVCC guidelines, it did mention that brokers would no longer be able to order appraisals.  There were a number of other new &quot;rules&quot; that were clearly adopted from the HVCC code.</description>

There ARE neighborhoods in the Mpls/St. Paul market that have 80% + lender owned sales. &lt;br&gt;&lt;br&gt;Your peers are the exception to the rule for sure - I didn&#039;t hear one peep when the market was booming about overvalued homes. Unfortunately the HVCC is here and we need to make the best of it for now. I completely agree the AMCs are gouging both borrowers and appraisers. 		<description>When a neighborhood (subdivision particularly) is riddled with REO, HUD, and short sales, it&#039;s dishonest not to use those sales.  However, those subdivisions aren&#039;t typically the norm in most places.  When it creeps up to 50% or more, I include them. &quot;When in Rome&quot; mentality.  I understood Mr. Yun to be complaining about comparables that are REO etc when it might be the only one (or 2) in the neighborhood. That is not representive of the area&#039;s market. And yes, years ago, my peers and I were actually complaining about the overvaluation of homes.  But the banks sure were eager to lend the funds!  Up to 120%!  That was not prudent banking. And it pushed those of us trying to be honest to the back of the line (or off the vendor list). HVCC was not necessary-laws were already in place, they just needed enforcing. Now we have well over 250+ AMCs wanting their piece of the pie at the appraisers&#039; income and homeowners&#039; expense.
